I can't decide if there's a difference yet, but that's mainly because I'm just bad at the board.
I'm actually in a game now where I got the first bonus (as top) in 1 turn by not losing a roll, which enabled me to get the center bonus on the 2nd turn (by not losing a roll). I'm going to win. Maybe the problem is just that the board consists mainly of bashing neutrals and hoping to roll well.

Quick update.
I'd give the same number of units to both players, probably 10 is fine.
But I could still think the map is even. To convince me of that, I only need to play few more games as top player. But after my promise to bring my games'count back to normal, it'll take some times before I actually create again some new games.

it was originally 10 on each. but there were almost NO wins by the bottom. so i adjusted up a couple.

Nothing scientific here of course, but I have played 10 games of this. Just looked at the opening of each. Top player was able to take the top area twice on the first move, and bottom player was able to take the bottom area once on the first move. It seems difficult for either player to get the first bonus on turn one.
Don't introduce facts or logic into this discussion. I don't change my mind.
there are new scenarios for this one to counteract any prevailing strategies from the original; but the best advice on this board is still not to use T or A - AT ALL!
