Fun fact: This board was the first dual-layer board on the site. I made it as a proof of concept for how we could add texture to territories, as opposed to flat fields of player color.

A little bit of WarGear history -- here's the original discussion thread for how dual-layer boards would work: http://www.wargear.net/forum/showthread/481p2/Toasters_map_overlay_suggestion. #29 is where I first shared the board that is now 'Africa'. If I recall correctly, a topo map of the African continent was the first high-res terrain image I found on a quick search, and I just went with it. And that's how the board was born!
