I basically copied a map to change the card rules.

It's working fine except out of 10 players, one player did not receive the 4 reserves at the beginning of their turn.

Is there something that I missed in the rules that controls this?

I added colors in the board design but they are set to zero bonus reserves automatically rather than default.

Glad you figured it out.  There is a way to assign 1st round bonuses by color or by seat position.  It can be tricky.  Usually you want it by seat order.  Although it sounds like in your case you actually wanted them all set to default.
