I'm not sure if we're talking about the same thing here, but I would note that while there can be a GS cost associated with learning a new board, it would be very short lived in a 'true' SUM(GS-1000) system (including negative numbers). Most players can quickly get their scores above 1000. Sure, a few boards may fall into the low 900s or even 800s, but with the vast majority of players, these scores will easily be off-set by the number of boards that quickly make their way above 1200.

If people were to agree, is there actually a mechanism / process to implement a change. Has Tom designated a board that can approve a change? Do the board have a process to filter suggestions and vote formally to approve a change. Up till now it's seems very informal with informal votes and no chance of implementation...am I missing something?

Nope, you're not missing anything - There is no board/mechanism/process. Tom listens/reads - Tom decides. He is the benevolent God, the man behind the curtain. Some deny his existence because everything works just find most of the time and there's scant need for divine intervention. In fact, there's no way to know if Tom even reads the boards. But for believers, to the degree that the community can muster a consensus, no matter how informal, Tom hears those prayers. If and when he posts, it's either to ask for clarification (a good sign); to state that something is difficult or too time consuming (a bad sign); or to announce an actual update or change (a miracle).
