In a game with territories with unit caps and no reserves.  Can't place all my units.  How do I place some, discard the others and take my turn?

Native player won't light up "apply" and flash player says "can't have reserves."

My guess is there is a territory somewhere that you can place on that you've missed.  You need to max out that territory and then you'll be able to apply.

Thanks.  Actually it is a team game and I did not realize that I could place on team territories.
