Switches have a max of 1, so they can be in only one of 2 states, 1 or 0.
Each switch has 2 bonuses to it, a positive and a negative. If the positive is larger than the negative, the switch turns on. When a switch turns on, a condition is met. If a switch is a member of a continent, that continent only pays out when the condition for the switch is met.
In this example, each grid location is a -1 bonus to each switch. So Switch 1 turns on only if the net bonus to it is greater than 0. The total positive bonus is +1, so any negative bonus would make the net less than 1, therefore if there are any units on the grid, switch 1 will turn off.
Switch 2 gets +2, so if 0 units are on the grid (-0), Switch 2 gets +2, and turns on. If there is 1 unit on the grid Switch 2 gets +2 and -1, a net of +1 and turns on. If there are 2 units on the grid, Switch 2 gets +2 and -2, a net of 0, the switch is off. So if you have less than 2 units on the board, switch 2 turns on. This can be continued with +3 to switch 3 etc.
If Switch 1 turns on, I know that the player has 0 units on the board. I then make Switch 1 a +1 back to the board in a specific location, so the player can spawn back on the board. This unit now turns off switch 1, and the bonus that goes with it.

If I understand this right, making the 5 pointed star a +2 auto capture will also keep 2 on the board.. with the only difference being that the spawn point (and number of units) is the same?

You'd have to make the 6 pointed star a +1 to a different spot. The 5 pointed star only keeps track of whether you have 0 or at least 1 territory. The 6 pointed star keeps track of whether you have less than 2 units, so if you made the 6 pointed star a separate +1 to the grid, you could keep a minimum of 2 units.
If the 5 pointed star is a second +1 instead of a +2, you could say... You start with 2 units... when you lose 1, nothing happens. If you lose both, you get a new 2. They have to be in separate territories, so I like to use max 1 in the grid.
A continent with the 5 pointed star only pays out when you have less than 1 unit on the grid. The 6 pointed star only pays out when you have less than 2 units on the grid. So if you have 0 units, both continents pay out. If you have 1 unit, only the 5 pointed star pays out. If you have 2 units, neither star pays out.
