I think none of us are sure what you are getting at. If I had to hazard a guess, you think players that know each other are more friendly with each other.
Frankly, I wouldn't be surprised if there is some unconscious bias among players that feel like they "know" each other.
Another example, where it may look like bias - I know a particular player likes to stack their backfield with units. Most players leave 1s in the back & put all their units on the frontline. If I see two players with N units on their border, I may be more likely to attack the one I don't know than the player I know has an additional army waiting to unleash behind the frontline.
In general familiarity with a players play style may change the way I play against them. Sometimes it might make me more aggressive, other times, less aggressive. Personally, I think a lot of what you are seeing is an example of Apophenia. We all "suffer" from it. Some more than others.

It's also entirely possible that something shady is going on, and I am just not observant enough or have not played enough public games to notice it.
