in fact, i've made is so the link here works for what you want.
click on it. it will download a 'zip' folder. open that up and double click on the executable. follow the prompts it flashes up to install it onto your PC.
all this program does is help you edit whatever image you pick/create.
do you have a base image idea that you want to use? do you have an idea how you want the board to work? what territories attack to where, which ones are going to give you bonuses, etc?
EDIT: sorry i forgot that you had the Big X board. Is that still the board you want to continue with or did you find something else?

That'll keep him busy, but I'm thinking about game-play. If it's four people trapped, (BTW trapped is misspelled in the description) then does everyone start on 1 territory each, with a neutral wall everywhere? - or is Spenserroger1 just planning on have the game play like regular Risk where the territories are distributed randomly? That would undoubtedly make for ah unbalanced game, not to mention that it wouldn't really play in the spirit of the description. Is the objective to take out everyone? or perhaps to hold the center? There are all kinds of ways to set up a board like this.
The intent is to make the board a combo of King of the Mountain and My Kingdom.

so really, you haven't been through the tutorial enough to figure out what to do then...
you have territories and bonuses already assigned depending on which group of territories you own (all at +10, BTW).
you need to review specifically these two:
- design tab - you've got territories, yes. continents, yes. but nothing else from that page (specifically no borders, no image that can do anything with the territories)
- board images - this is where you get shown how to fix the image you want to use to make the board easy to figure out what you want it to play like.
also could try this as another example tutorial

At the beginning you are at the low point and need to make it uphill and once you get to the center the My Kingdom type of style kicks in

You need to fill the spaces with a single color (whether or not you are using dual layers). Currently, your board image does not appear to have any of the things it needs to work, i.e. territory borders filled with solid colors.

Yes, if you have a fill map image, then you need to have the part of the board image that is directly above it be either transparent or opaque.
create an image that is just the outline of the X. create a box around each of the territory spots are within that outline you just created.
start there. lets see what you get once you get that done.

not necessarily. but they tend to look better, cus you can do more things visually.
just start with a single layer for now with the above recommendation, just to get you playing with things and make a workable board. you can then tweak the imaging after that's done.
