There are a few ways to go on this map.
I've noticed a lot of people grab houses early, even before taking the monopoly. Just be sure not to be rolled off this board with this strategy.
If you're behind, (no houses, no monopolies) go for the taxes/utilities/airports/free parking. Taxes are really strong if you don't own property, but become detrimental as you gain more monopolies and buildings. While you don't have these things, they are undesirable to those who do.
Boardwalk and Parkplace are really advantageous, but you'll definitely have some competition for them.

As is the case with most partial fog maps, it is often advantageous to hide your true strength. The one way border structure in the center of the map makes it particularly easy to accomplish this. Having a large presence on the outside of the board advertises your strength, and invites attacks, while holding the interior provides sheltered bonuses.
On the other hand, there is very little flexibility in the interior of the map, and if you don't have any presence on the outside, your attacking options are very limited. My general strategy is to grab one corner, and work my way in towards the larger bonuses. By controlling the entire corner, your strength in the interior is largely hidden from your opponents.
I have traditionally fared poorly on this map however, so take it or leave it : )
I have never played this map, but I agree with Edward Nygma. Check out history for Recon, with a 2400+ board-rating he sure knows how to master it.
