nope, not me (I would definitely have worked in a plug for wargear somewhere if I had written it).  Just found it on my travels online.

There is not an author on the page I can see.  However, the information contained on the page is the same or very similar to two known research papers on Markov chains and Risk.  The author of those papers are Sharon Blatt and Jason Osbourne.  Both are interesting and informative, you can probably Google them if you like or I can give more info if you want.  The author of that page may have arrived at the same tables independently.
